Chinese Taipei - Six days October 2008
This workshop will provide:
‧An overview of the WCO Data Model.
‧An overview of the outcomes from the Peru workshop on the harmonization of standards and instruments.
‧Best practice experience sharing on a number of topics including Standardized Data Set (SDS) and government-wide initiatives.
Learning Outcomes:
‧Primarily, participants will learn the fundamental concepts of the WCO Data Model.
‧Participants will also learn fundamental concepts surrounding standards and instruments, and SDS.
Workshop Two
Australia - Six Days February 2009
This workshop will provide:
‧A detailed study of UMM/UML.
‧A session on the design of Single Window architecture.
‧Presentation on the mechanism of coordinating information exchange and security.
‧Presentation on UNTDED, UNeDocs, UN Layout Key and Single Administrative Document.
‧Other government agency (OGA) perspective as a permit issuer.
‧An interactive session for a Single Window interactive tool.
Learning Outcomes:
‧Participants will learn fundamental modeling concepts using the Unified Modeling Language (UML).
‧Participants will also learn concepts surrounding UN/CEFACT standards, information exchange and security, and OGA permit issuer as part of a Single Window.
Workshop Three
TBC - Four Days April 2009
This workshop will provide:
‧A session on UCR.
‧A detailed and practical mapping exercise to the WCO Data Model.
‧An overview of the regulatory framework for a Single Window.
Learning Outcomes:
‧Participants will learn fundamental concepts underpinning Unique Consignment Reference (UCR).
‧Participants will learn how to map data requirements to the WCO Data Model via practical
training exercises.
‧Participants will learn about regulatory issues relevant to the introduction of a national Single
Window.
About Workshop One - Chinese Taipei
Information
The application of IT technology in the Single Window System is aimed at building up an efficient and effective supply chain operation of international trade by ways of paperless trading and transaction cost reduction. In addition, the use of internationally standardized data set for import, export and transit transactions can enhance an automated Single Window.
Chinese Taipei has been willing to give constant support to the “Single Window Strategic Plan” endorsed by member economies of the SCCP. Through participating in the meetings of the Single Window Working Group (SWWG) under SCCP, Chinese Taipei has actively shared its experiences with other member economies.
In addition, after having successfully organized the 2002 APEC Customs Academy, the 2005 APEC Amity Customs Workshop and the 2007 APEC Amity Customs Seminar, Chinese Taipei is honored to host another self-funded capacity building project -- the APEC Customs Data Harmonization Workshop in October, 2008.
In collaboration with the SWWG, this event is also held as the first workshop in the SWWG Capacity Building Series. It is hoped that participating member economies will share experiences and learn with each other for the smooth implementation of the “Single Window Strategic Plan.”
The purpose of this workshop is to focus on how to assist APEC member economies to implement the “Single Window Strategic Plan”. Participants can expect to learn how to enhance an automated Single Window System by means of using internationally standardized data set for import, export and transit transactions. In addition, participants are supposed to gain knowledge in how to harmonize data to comply with international standards.
The Workshop will be conducted through multiple activities including expert lectures; best practices sharing; study visits to related institutions; group discussions; and cultural learning tours.

Participants
To have a broad participation as possible, Chinese Taipei would like to urge all member administrations to recommend medium-high-level customs officials, who are now the backbone of the customs policy- or decision-making system, to attend the 2008 APEC Customs Data Harmonization Workshop. The total number of overseas participants will be restricted to a maximum number of 23.
In principle, each member administration may send one customs official to participate in the Workshop. However, attendance by two persons from a single member economy may be considered should there be vacancies left by other economies. Therefore, those member administrations which may wish to send one more participant, if possible, are invited to nominate one representative and one alternate.
Room and Board
Single dormitory rooms and three meals per day are provided free of charge. No allowance will be provided for the participants.
Support for Traveling Expenses
The MOFTI will support economy round-trip airfare for each overseas participant between his or her domicile and Chinese Taipei by the most direct route and up to the maximum amount developed on basis of the distance between Chinese Taipei and the participants’ home regions. Three ceiling amounts of airfare support are prescribed as NT$60,000[1], NT$45,000 and NT$25,000.
Participants from Papua New Guinea, Peru and Chile are applicable to the NT$60,000 ceiling amount.
The NT$45,000 upper limit is applied to participants from Mexico, New Zealand, Australia, Russia, USA and Canada.
With regard to participants for Brunei, China, Hong Kong China, Indonesia, Japan, Korea, Malaysia, Philippines, Singapore, Thailand, and Vietnam, the airfare support is subject to the ceiling amount of NT$25,000.
